The housing and urban-rural development departments of all provinces and autonomous regions, the housing and urban-rural development

(management) committees of municipalities directly under the Central Government, the Beijing Municipal Planning and Natural Resources Commission, the housing and urban-rural development bureau of the Xinjiang Production and Construction Corps, and relevant central enterprises:

In order to conscientiously implement the requirements of the Party Central Committee and the State Council on the normalization of the prevention and control of the new crown pneumonia epidemic, further deepen the reform of "decentralization, management and service" in the construction industry, reduce the burden on enterprises, and combine the work arrangements for the qualification reform of construction engineering enterprises, the relevant matters related to the renewal of the qualifications of construction engineering enterprises are hereby notified as follows:

1. The qualification of engineering survey, engineering design, construction industry enterprise and project supervision enterprise issued by our department, if the qualification certificate is valid from December 31, 2021 to December 30, 2022, it will be extended to December 31, 2022.

2. The validity period of the above qualification will be automatically extended on the national construction market supervision public service platform, and enterprises do not need to replace the qualification certificate, and the original qualification certificate can still be used for project bidding and other activities.

3. If an enterprise applies for a one-year qualification certificate in accordance with the Notice of the

Ministry of Housing and Urban-Rural Development on Issues Related to the Qualification Verification of Reorganization, Merger and Separation of Construction Engineering Enterprises (Jianshi [2014] No. 79), the aforementioned provisions do not apply, and the enterprise shall apply for re-approval in accordance with the relevant provisions before the expiration of the one-year qualification certificate.

4. The qualifications of engineering survey, engineering design, construction enterprises and project supervision enterprises issued by the local housing and urban-rural construction departments at all levels, and the relevant

policies for the continuation of qualifications shall be determined by the provincial housing and urban-rural construction departments, and the relevant enterprise qualification certificate information shall be promptly submitted to the national construction market supervision public service platform.
