The new environmental protection law makes the construction industry take a green path

A few days ago, the Eighth Session of the 12th National People's Congress passed the amendment to the Environmental Protection Law by a high vote. After several years of brewing, many revisions, two years and four deliberations, the new environmental protection law was finally finalized.

Some scholars analyzed that there are two main lines of the new environmental protection law, one is ecological protection, and the other is sustainable development. Obviously, the two are an organic whole, the former is the foundation and the bottom line; The latter is direction, power. Based on this, how to organically unify steady development and environmental protection and realize the benign interaction between the two has become a topic that must be solved in front of all walks of life. Of course, the construction industry is no exception.

In fact, the construction industry is nothing less than an ordinary soldier in the cause of environmental protection. According to the internationally accepted classification, in addition to construction activities, the construction industry also covers the production of building products and all contents related to construction production, planning, survey, design, production of building materials and finished and semi-finished products, construction, installation, operation, maintenance and management of the built environment... The construction industry occupies a dominant position in the national economy, the degree of industrial correlation is very high, and the sub-industries under its jurisdiction are numerous. From this point of view, the proportion of building energy consumption in the total energy consumption of the whole society is increasing, and the "contribution" of the construction industry to smog weather cannot be underestimated.

The new environmental protection law's construction-related provisions are no longer limited to "construction projects that have not been assessed for environmental impact in accordance with the law shall not commence construction". Therefore, one of the main battlefields after the "landing" of the new environmental protection law on New Year's Day next year is undoubtedly the construction industry, and the industry will be green.

It is worth noting that although China's construction enterprises are gradually removing the "hat" of high energy consumption and high pollution in recent years, they are far from getting rid of the rough management and energy-consuming, environmentally polluting production mode, which is particularly evident in some small and medium-sized enterprises. Therefore, limited by the current situation of low overall quality of employees, low technical and management level of enterprises, and low scientific and technological content, there is huge space for green transformation and development of the construction industry.

new environmental law is expected to not only reconcile people's demands for green homes with economic development, but also provide a reason for forced change in the construction industry.
